President Rodrigo Duterte on Wednesday vowed continued help for repatriated overseas Filipino workers from Saudi Arabia and give assistance to those who are still stranded.
Duterte personally welcomed 128 OFWs from Saudi Arabia who lost their jobs because of the weakening economy of the oil-rich kingdom.
Off the cuff, Duterte announced that he would give each of the 128 OFWs P5,000.
He promised to assist OFWs to start a new life here through various government loans that would allow them to build small businesses.
''Makakahiram ka ng pera at makapag-start ka ng negosyo mo…Take advantage of it. It is for everybody,'' Duterte told the OFWs.
(You can borrow money and start your business... Take advantage of it. It is for everybody.)

The president even promised to welcome the OFWs to the doors of Malacanang if their situation gets desperate.
"If it spells hunger don’t hesitate to call me," he said.
As more OFWs are expected to come home, Duterte promised to improve the economy so that they would not have to seek jobs abroad.
''Maghintay-hintay lang kayo. Bigyan mo lang ako ng konting pahanon, ayusin ko ang ekonomiya at may opportunity for you to work here,'' he said.
(Just wait and give me some time. I will fix the economy so you will have more work opportunity here.)
Duterte also promised help for stranded OFWs in Saudi Arabia, saying he sent a delegation there to fast-track the repatriation process.

'We have the money, contingency, resources to do it,'' he said.
The Philippine government estimates that at least 9,000 Filipino workers are affected by the slumping of oil prices in Saudi.

Iloilo drug lord Melvin Odicta Sr. and his wife Meriam were shot dead at around 1:30 a.m. Monday at the Caticlan Jetty Port in Aklan.
According to Aklan Police Provincial Director PSSupt. John Jamili, the Odictas were onboard a 2go Ro-Ro from Batangas to Caticlan Port, when an unidentified assailant shot the couple dead upon arriving.
Atty. Raymond Fortun, the legal counsel of the Odictas, confirmed to CNN Philippines the death of the couple. He said their camp is still gathering more information on the incident.
Fortun added the Odictas are "good people," and urged the media to monitor developments on the case.
Meanwhile, Atty. Gualberto Cataluña, lawyer of the family, also confirmed that Meriam was shot on her back while Melvin was targeted on his leg, head, and chest.
"Melvin even called me for help but they were declared dead when they arrived at the Malay District Hospital," Cataluña said.
Philippine National Police (PNP)-Panay is now studying the possibility that members of drug syndicates may be behind the killing of the Odicta couple.

In a speech delivered at the Libingan ng mga Bayani in celebration of the National Heroes' Day, President Rodrigo Duterte emphasized the need for all stakeholders, especially the police and military forces, to join his war against drugs.

Duterte then said he is inclined to place" a P2-million reward for the capture of each "ninja cop, or
one that protects drug syndicates.

I am placing, per head, P2-million, and even then, you might want to...Ipagbili mo na 'yang mga kaibigan na 'yan. I want the police and the Armed Forces to destroy the drug apparatus in this country," he said.

Finally, she has spoken. After weeks of silence in the midst of President Rodrigo Duterte’s tireless rants about the Supreme Court (SC) and herself, Chief Justice Maria Lourdes Sereno finally said what’s on her mind.Without directly addressing Duterte’s statements, Sereno explained how the judiciary and executive branches of the government should be working together."SC needs to have a good relationship with Executive Department. We need to have very good relationships with the executive, regardless of the administration," Sereno said in a press conference on Aug 25.As we were taught back in elementary school, the executive, legislative and judiciary branches are equal to one another, so they can act independently within the bounds of the Constitution.Sereno emphasizes, "It's a bright red line you must not cross. I hope the people will support the judiciary's bid to independence.”The Chief Justice also explained why she has kept her “dignified silence” for so long.CNN Philippines quoted her saying, "The moment you allow judges to speak… you will be eroding the allowed professional distance… Hindi po kailangan madaldal ang hudikatura.”(The judiciary need not be talkative.)May we all be like our Chief Justice: dignified, tactful, and professional.

MANILA – President Rodrigo Duterte said on Wednesday he would allow online gambling to resume if correct taxes are paid and operations are moved away from schools and churches.
Duterte also renewed his criticism against PhilWeb Corp. owner Roberto Ongpin as an “oligarch” who must be stopped. The gaming café operator suspended operations earlier this month after regulators refused to renew its license.
“Ibabalik ko [I will restore] yung online, provided taxes are correctly collected and they are situated or placed in the districts where gambling is allowed, which means to say not within the church distance, schools, papayag ako [I will allow it],” Duterte told reporters.
“Itong online, galit ako kasi nag-sprout everywhere [This online, I am angry because it sprouted everywhere]… Kaya ako nagalit kasi pati yung mga bata naglalaro na [I got angry because even the children were playing],” he said.
Duterte’s attack prompted Ongpin to resign as PhilWeb chairman. The tycoon then offered to donatealmost his entire stake 53.76-percent stake in the company to the Philippine Amusement and Gaming Corp. (Pagcor) to avoid laying off his employees but was rebuffed.
Earlier Wednesday, PhilWeb proposed setting up a text lottery to replace its gaming café business.
Also on Wednesday, Duterte said he planned to use Pagcor’s annual earnings of P30 billion to P35 billion to provide free medicine to the poor.
Government-run drug stores, called “Botika ng Bayan,” will be set up in poor communities, he said.

COTABATO CITY (1st UPDATE) – Authorities seized a high-powered rifle, a grenade, and other weapons from a "high value target" here yesterday, who is suspected of involvement in the 2003 airport bombing in Davao City.

Operatives from the National Bureau of Investigation (NBI) and Armed Forces searched the house of Abdul Manap Mentang in Barangay Rosary Heights 3, Cotabato City at around 11 p.m. Friday after a firefight with four armed men.
Mentang eluded arrest, but the authorities were able to confiscate one Armalite rifle, one .45 caliber pistol, one hand grenade, one Icom two-way radio, and firearm magazines.
NBI Agent Ely Leano said Mentang is considered a high value target and has a warrant of arrest for his alleged involvement in the Sasa Wharf and Francisco Bangoy International Airport bombings in Davao City in 2003.
He has a P2.3-million bounty on his head.
According to the NBI, Mentang is suspected to be a member of a criminal group involved in gun running, and the manufacture and sale of improvised explosive devices.
DAMAGED PROPERTY
According to Teng Usop, a relative of the house’s owner, their rights were violated during the conduct of the search.
During the course of the police search, a glass door was damaged, and the knee of a certain “Mohamad” was injured. Usop also alleged that seven cellphones and cash amounting to more or less P10,000 were missing.

Usop also denied that Mentang resides in the house, and said his family will report the incident to the local police for investigation.

Police had said that their search was authorized, and showed a warrant authorizing them to enter the house to search for illegal firearms.

The president revealed his reasons why he agreed to postpone the upcoming Sangguniang Kabataan and Barangay elections.

Barangay elections is two months away but President Rodrigo Duterte says he is amenable to postponing it for some reasons.

As he spoke to the officials and troopers of the Eastern Mindanao Command (Eastmincom) during the unit’s 10th anniversary rites in Davao City on Friday evening, Duterte confirmed that he has agreed to the proposals of some congressmen to postpone the October 31, 2016 Sangguniang Kabataan (SK) and Barangay elections.
The president said he is worried that ‘drug money’ would be used by barangay officials to win the poll.

He added that the country can save billions of funds if the election will not be held this year. The money, he said, can be used to construct rehabilitation centers for thousand of drug personalities who surrendered to the Philippine National Police (PNP) since the government’s massive and aggressive drug campaign started on July 1.

“Do you know the reason why I also agreed with some congressmen to postpone the barangay elections? Do you know why? Because I am afraid that the drug money will seep into the electoral process”.

Duterte used to be firm in his stand to purse the holding of elections because barangay officials linked to illegal drugs have long been in their posts and need to be replaced with ‘clean ones’.

He can also be recalled saying that the barangay officials who do not participate in the government’s campaign against illegal drugs must be punished through filing of administrative cases.

This year’s barangay elections is said to end the reign of political dynasties in the country.

Section 10 of the Republic Act 10742 otherwise known as the “Sangguniang Kabataan Reform Act of 2015” states that the candidates must not be related within the second degree of consanguinity or affinity to any incumbent elected national official or to any incumbent elected regional, provincial, city, municipal, or barangay official, in the locality whee there he or she seeks to be elected.

Second-degree relatives include grandparents, grandchildren, brothers, sisters, parents-in-law, daughters-in-law and sons-in-law.

The Comelec is tasked to ensure the compliance of the candidates.

A policeman facing criminal charges over a motorcyclist's death died after jumping from a building in the Philippine National Police's (PNP) national headquarters in Camp Crame in Quezon City on Saturday.
The policeman was identified as Police Officer 3 Jeremiah de Villa, a member of the PNP's Highway Patrol Group.
De Villa, along with HPG member -- Police Officer 2 Jonjie Manon-og -- was facing murder, robbery and administrative charges for the death of motorcyclist John dela Riarte.
HPG director Senior Superintendent Antonio Gardiola told radio dzBB that De Villa jumped from the Police Security Protection Group's (PSPG) building.
Gardiola said several policemen saw De Villa walking from the HPG's building, where he was under restrictive custody, to the PSPG building.
"We have witnesses na it was a suicide from the time he took a walk from HPG building to the other building," he said.
Gardiola said De Villa was rushed to the hospital and was declared dead at around 9:45 a.m.
He added: "There is no foul play, as I was saying, there are witnesses na dumaan siya doon sa PSPG building going up."
The HPG chief also said that based on their initial observation of De Villa, through CCTV recordings in their building, the policeman seemed to be not in a normal psychological state.
"Malayo parati ang iniisip, wala sa sarili," Gardiola said, adding that De Villa became depressed after the passing of his mother.
"Naapektuhan iyong mother n'ya, namatay din sa stress dhail sa pangyayari," he added, referring to De Villa's involvement in the killing of Dela Riarte

This was the advice of Philippine National Police Director General Ronald “Bato” Dela Rosa on Thursday to drug users who surrendered as part of the government's intensive campaign to clean the country of illegal drugs.
Dela Rosa told the drug users how the illegal substances that they take destroy their lives, while drug lords are living in peace.
“Lingid sa kaalaman ninyo na kayo ay biktima ng napakalaking problema ng bansa. Kayo ay ginagamit na instrument nitong malalaking tao. Sila ang yumayaman, magaganda ang pangangatawan, maganda ang buhay dahil hindi sila gumagamit ng droga. In other words sila ay malinis,” Dela Rosa said in Bacolod City, where local authorities presented the drug users who surrendered.
The campaign, called 'Oplan Tokhang', involves police officers going to the homes of supposed drugs users and pushers in a 'drug watch list' and asking them to surrender to save themselves from police operations.
“Itong mga taong ito matagal nang nagpapayaman, ang gaganda ng buhay, kino-control pa nila ang politika, habang kayo ay lumillit ang utak, natutunaw kakagamit ng shabu,” he added.
The PNP chief also seemed to urge the drug users to take justice in their own hands as it would be hard for the police to find evidence against the drug lords.
“Kilala ninyo naman ang mga drug lord dito, puntahan ninyo ang bahay buhusan ninyo ng gasolina, sigaan ninyo, ipakita ninyo galit kayo sa kanila,” Dela Rosa said.
Dela Rosa, who testified before the Senate this week, told lawmakers that his tough words, including issuing "shoot to kill" orders, are part of psychological warfare to  scare drug users and peddlers. He also said that the PNP is against vigilante and extrajudicial killings, a position he has repeatedly stated but has also contradicted with talk about killing drug pushers and drug lords.
The national police chief blames the drug addiction on the high number of crimes, including murder and rape, in the country. He believes that if Filipinos stop using illegal drugs, it would mean a lower crime rate.
According to PNP data, 611,753 people have already surrendered. Of that number, 571,354 are users and 40,399 are pushers.
Dela Rosa hoped for the best and asked the drug users on Thursday to completely turn their backs on drug addiction.
“Take this golden opportunity. Sana huwag na kayong bumalik kasi ‘pag bumalik kayo wala rin kayong pupuntahan kundi mamamatay rin kayo sa baril ng mga pulis o mamatay kakagamit ng shabu.”

Malacanang released Thursday the “matrix” President Rodrigo Duterte said would show the personalities, led by Senator Leila de Lima, he claims are involved in illegal drug operations at the New Bilibid Prison in Muntinlupa City.
Aside from De Lima and former Justice undersecretary Francisco Baraan III, who Duterte had earlier named, the matrix also names Pangasinan Representative Amado Espino, who was former governor of the province, provincial board member Raul Sison, and Ronie Palisoc Dayan, De Lima’s former driver who, the President has repeatedly claimed, was also her lover and who allegedly was the link to convicted drug lords at the NBP.

Others in the matrix are resigned Bureau of Corrections chief Franklin Bucayo, who is a retired police general, and Baraan’s brother Raffy, the provincial administrator of Pangasinan.
De Lima has consistently denied Duterte’s accusations she is linked to the drug trade within the national penitentiary. And, while she has confirmed that Dayan had been her driver-bodyguard since she was still in private practice and resigned last year, she has kept mum on her relationship with him.
Former undersecretary Baraan has also denied any links to drugs at the NBP, saying he never exercised actual supervision of operations at the penitentiary.
The matrix has arrows showing how the principal personalities are purportedly linked to each other but does not detail how drug money supposedly flowed from Bilibid to them.
It says Bucayo was appointed Region 1 police director “thru the help of De Lima” and resigned from the Bucor “because of alleged involvement of (sic) illegal drugs” within the bureau. Pangasinan belongs to Region 1.
The former undersecretary, who served under De Lima when she headed the Justice department, is described as a “trusted” aide of hers while his brother is “a loyal follower of Espino” who was allegedly “used” to “cover all illegal activities” of the former governor.
Espino, on the other hand, is said to be “involved in black sand mining, quarrying and jueteng,” and has allegedly “amassed unexplained wealth.” The matrix quotes Sison calling Espino “the richest politician in Northern Luzon.”
Dayan, on the other hand, allegedly “received a monthly payola from Gen Bucayo thru SPO1 Palisoc” of Police Regional Office 1, apparently on De Lima’s behalf.
In a radio interview, Espino denied any connections to the drug trade, calling it "malayo sa katotohanan(far from the truth)."
"Isa nga ako sa lumalaban sa droga sa aming probinsya (In fact, I am among those fighting drugs in our province)," he said.
