Ranking active-duty police officers are the connections of controversial inmate Clarence Dongail, a former Negros police officer serving time for kidnapping, in the operations of so-called "ninja cops" who recycle seized illegal drugs for re-sale in the market.
In
fact, high-profile inmate Jaybee Sebastian told a congressional inquiry
on the prison drug trade Monday, two Chinese drug lords who were
attacked along with him inside the New Bilibid Prisons last week were
apparently targeted because they know about the "Ninja Cops" and
Dongail's role.
It was Dongail who set off the series of events that ended with Chinese
drug lord Tony Co dead from stab wounds; Peter Co fighting for his life;
and Sebastian himself punctured repeatedly with icepick, damaging his
lungs.
Dongail claimed he had just accosted the Chinese inmates for sniffing
shabu in their cell, when Tony Co suddenly became violent. Sebastian
disputed that version, saying they were simply attacked, period.
Testifying before the House Justice
committee chaired by Rep. Reynaldo Umali Monday, Sebastian said:
Napag-alaman din namin nina Peter Co at Tony Co ang mga gawain ng mga
ninja cops na mga galamay ni Clarence Dongail kaugnay sa raid na
nangyari sa isang bodega ng shabu sa Meycauayan, Bulacan kung saan si
Clarence Dongail ang napatrabaho nito gamit ang kanyang mga galamay na
mga ninja cops at pagkatapos ng raid ay maliit lamang ang kanilang
idineklara na makumpiskang shabu at malaking pursyento nito ay kanilang
pinagparte-partehan."
[We - myself, Peter Co and Tony Co - learned about the operations of the
ninja cops who are Dingail's minions in the raid of a shabu warehouse
in Bulacan. Dongail directed this operation from behind the scene using
his ninja cops henchmen; but after the raid, they only declared a small
measure of the shabu that was seized. The bulk, they divided among their
groups]," Sebastian said.
His testimony provided the first detailed glimpse of how the prison drug
trade continued to flourish and how it enabled the total drug trade
outside jails to grow, with the vital role of ninja cops, and with
orders and transactions directed from behind the New Bilibid Prisons by
certain inmates - allegedly including the convicted police officer
Dingail.
Sebastian added a chilling conclusion to his revelations of the ninja
cops, whom PNP chief Gen. Ronald "Bato" dela Rosa had earlier vowed to
wipe out, calling them the vilest kind of men in uniform.
According to Sebastian, €œDahil sa aming
nalalaman patungkol sa naturang raid, ito ay malinaw na dahilan kung
bakit pinatay si Tony Co at sinaksak ako at si Peter Co ni Clarence
Dongail at mga kasama nito upang patahimikin at hindi na makapagsalita
tungkol dito [Because of what we knew about that raid in Bulacan, it's
clearly the reason why Clarence Dongail and his men killed Tony Co and
attacked me and Peter Co as well - to silence us.
Sebastian told the congressmen he feared
for his and his family's lives because €œang mga €˜protektor’ ni
Clarence Dongail at ng mga galamay nito ay mga matataas na opisyales sa
ating kapulisan na sa kasalukuyan at aktibong naninilbihan pa rin sa
ilalim ng administrasyon ni Pangulong Duterte [the protectors of Dongail
and his minions are ranking officers in the PNP; they are in active
service, under the Duterte administration.
